Signalling Project Manager (M/F)

Belgorail is a railway certification body created in 2004 in response to European regulatory changes. The company belongs since 2017 to the Certifer group, one of the worldwide leader in the independent assessment.  It is located in Brussels and is acting as a designated body in Belgium, France, Luxembourg and Spain and as “notified body” at European level. Belgorail is also providing services in the field of “Safety” and is recognized as Assessor (ISA) for independent safety assessment and as Assessment Body (AsBo) for risk management assessment following the common safety methods (CSM-RA).

In order to reinforce its Signalling department, Belgorail is looking to recruit an experienced Signalling Project Manager to carry out Signalling system assessments.

 

Responsibilities

He / She will be responsible for day-to-day project management of on-board and trackside signalling assessments: 

  • analyse of the customers’ requests ;
  • technical offer preparation ;
  • project and contract management ;
  • preparation of the assessment activities ; 
  • identifying risks at project level and mitigating such risks ;
  • interface with customer and other Assessment bodies;
  • providing specific expertise in the evaluation activities ;
  • preparation and participation to testing activities; 
  • technical evaluation: documentation review /audits / tests witnessing ;
  • communication management and reporting to the customers ;
  • redaction of technical and audit reports ;
  • interaction with national or European authorities ;
  • reporting to the Signalling Technical Manager. 

 

He/She will closely monitor legislations and standards evolutions at national and European level.

He/She will participate to the development of Signalling activities with the Signalling Technical Manager.

 

Background

Engineer with experience (5 - 10 years) in the rail or guided transport (metro, tramway) sector. 

 

Technical knowledge:

  • ERTMS standards
  • Control Command Signalling Technical Specification for interoperability 
  • ETCS / CBTC / National Signalling systems.

 

Skills:

  • Open minded, well organised, and proactive,
  • Problem solver
  • Able to work independently, set priorities and meet deadlines
  • Facility to conduct audits and writing reports (technical, audit, assessment).
  • Excellent language skills (regular discussions in French, Dutch, and English). A basic understanding of German and/or Spanish would be an asset.
  • Is likely to undertake short-term assignments abroad.

Business Development Manager (M/F)

 

Belgorail is an inspection, testing and certification company, belonging to the Certifer group since 2017, one of the worldwide railway certification leader with a global presence in 10 countries. Specialized in the railway industry, we provide our testing, inspection, and certification services to vehicle and component manufacturers, rail operators, infrastructure managers.

In the framework of its international expansion in Northern and Eastern Europe, Belgorail is looking for an experienced Business Development Manager.

 

Role and responsibilities

As a key player in the development of our Group in new countries, the dynamic and ambitious Business Developer will:

  • Define the strategy for growing our rail business;
  • Identify and develop new business opportunities in Northern and Eastern Europe;
  • Draft pitches for the new business opportunities (proposals, presentations, pricing);
  • Be in charge of the quotations sales aspects;
  • Develop an international network in the railway sector;
  • Follow up international railway projects on the long term;
  • Be responsible for knowledge management regarding prospects and clients (data collection and reporting);
  • Manage the commercial activities of the company;
  • Coordinate responses to complex tenders;
  • Support the organisation of events and seminars with the help of other departments and external providers;
  • Market and promote our rail services to the industry;
  • Participate in internal and external communication projects;
  • Support the update of sales and marketing materials such as brochures, newsletters and flyers;
  • Report to the Managing Director

 

We are looking for

  • Experience in the rail or guided transport (metro, tramway) or testing inspection certification sector. 
  • Established network in the rail industry from working for a rail manufacturer, operator, consultancy, or service provider;
  • Broad understanding of the technologies and market;
  • Familiar with the regulatory environment in Europe;
  • Excellent verbal and written communication skills;
  • Able to work independently;
  • Ability to work in multiple languages – in addition to English (regular discussions in, Dutch, German,  French, …), and/or a language of the targeted area;
  • Willing to travel up to 30 % of the time.

Safety Assessment Engineer – Project Manager (M/F)

Ingénieur Signalisation (H/F)

 

Belgorail est un organisme de certification créé dans le cadre des évolutions européennes dans le domaine ferroviaire. Fondée par Agoria, Transurb Technirail et Vinçotte, Belgorail est «  organisme désigné officiellement» en Belgique, en France, au Luxembourg, en Espagne et en Algérie, et « Notified Body » au niveau européen. L’extension des activités a conduit Belgorail à développer un pôle ‘Safety’ regroupant les activités d’évaluation de la gestion des risques en référence à la méthode de sécurité commune (CSM-RA) et les activités d’évaluateur indépendant de la sécurité (ISA).

 

Dans ce contexte, Belgorail souhaite procéder à l’engagement d’un ingénieur expérimenté en SIGNALISATION FERROVIAIRE.

 

Mission

Il (elle) sera principalement chargé(e) de réaliser des missions d’évaluation de la conformité de nouveaux équipements de signalisation ferroviaire pour le matériel roulant ou au sol ::

  • l’analyse technique de la demande du client ;
  • la préparation des activités d’évaluation;
  • la constitution et l’analyse des dossiers techniques ;
  • la réalisation d’audits techniques et la participation comme expert technique à des audits systèmes ;
  • l’évaluation technique des systèmes et des architectures proposés ou suivi des experts en charge de ces dossiers ;
  • la préparation et la participation à des essais;
  • reporting en interne au sein de la structure de Belgorail ;
  • les contacts et reportings vers les clients (constructeurs, entreprises ferroviaires, gestionnaires d’infrastructure …) ;
  • la participation à des groupes de travail au niveau européen.

 

Il (elle) suit attentivement l’évolution du contexte législatif et normatif aux niveaux belge et européen et participe à la définition pratique de la mise en œuvre des Spécifications Technique d’Interopérabilité (STI), principalement dans le domaine du Control Command Signaling.

 

Profil

Ingénieur de formation.

Connaissance générale du secteur ferroviaire. 

Idéalement, expérience de quelques années dans le domaine de la signalisation ferroviaire aux niveaux bord (matériel roulant) et/ou sol (conception de système, mise en œuvre, réalisation d’essais, maintenance, ..) pour les systèmes de signalisation nationaux (TBL1+, TBL2, TVM430, KVB, Memor II+,…) et/ou  européens (ERTMS/ETCS).  Une expérience dans le domaine métro/tramway est un atout.

La connaissance de l’approche ‘système’.

Le sens de l’organisation, proactivité, sens de l’autonomie et de la débrouillardise …

Prêt à se déplacer pour de courtes missions à l’étranger. 

Bonnes connaissances linguistiques (contacts fréquents en français, néerlandais, anglais). Des connaissances de base en allemand et/ou en espagnol sont un plus.
