Independent Assessment

Independent Safety Assessor

Certifer Belgorail carries out missions as an ISA or Independent Safety Assessor. This activity is performed in the framework of Assessment of Safety Systems in accordance with standards EN 50126-1, EN 50126-2, EN 50128 and EN 50129, mainly in the area of signalling (track-side or on-board equipment) and software. These standards were developed for specification and demonstration, in railway applications, of the Reliability, Availability, Maintainability and Safety (RAMS) of a system, subsystem or equipment.

These activities may be of interest to designers, manufacturers or users of new systems in order to ensure and demonstrate that their products meet RAMS requirements in accordance with the said standards.

Assessment body with respect to Common Safety Methods or CSMs

We intervene as an independent Risk Management Assessment body in the framework of European Regulation 402/2013/EU as regards adoption of a Common Safety Method (CSM) relative to assessment of the risks referred to in the Railway Safety Directive.

The Common Safety Method is adopted either in a situation of significant change where there is an impact on safe operation, or when it is required by a Technical Specification for Interoperability (TSI), or (as prescribed by Recommendation 2014/897/EU) in order to ensure technical compatibility (in the absence of TSIs or appropriate National Rules) between different subsystems and integration of a modified subsystem into the whole railway system in complete safety.

These activities are mainly of interest to rail system companies, infrastructure managers and entities responsible for maintenance, but may also concern manufacturers of rolling stock or other railway equipment.
